Guidelines:
  1. Messages should be received 10 days prior to showing.
  2. Only non-profit and community organizations will be shown.
  3. Messages will air for 2 weeks or until event.
  4. DCAT reserves the right to refuse any message.
  5. Anonymous messages cannot be shown.
